Serge Blaise Emaleu

Founder

Prof. Serge Blaise Emaleu, MD is a global health physician and senior emergency preparedness and response expert with more than 25 years of international experience strengthening health security systems, leading epidemic operations, and supporting governments and multilateral institutions across Africa and globally. He has served in senior advisory and field leadership roles with WHO, UNFPA, UNHCR, ECCAS, MSF, and Ministries of Health, working across complex and emergency-affected environments. His work focuses on International Health Regulations (IHR 2005) implementation, epidemic preparedness & response, disease surveillance, incident management systems, and infection prevention & control. Prof. Emaleu has played key roles in major global health emergencies, including Ebola outbreaks in the Democratic Republic of the Congo and Sierra Leone, Marburg preparedness and response in Rwanda, and support to COVID-19 pandemic operations. He has led emergency planning and response teams, developed national and regional preparedness frameworks, coordinated rapid response deployments, and built emergency workforce capacity. As Regional Emergency Preparedness & Surveillance Expert for ECCAS, he has supported 11 Member States to strengthen emergency readiness, implement IHR core capacities, and undertake simulation exercises and multisectoral coordination. He is also a Joint External Evaluation (JEE) expert, helping countries assess and improve national health security. Prof. Emaleu previously served as a postdoctoral research scientist at Stanford University School of Medicine, contributing to global infectious disease research. He holds advanced training from the Harvard School of Public Health and brings strong experience working across humanitarian, epidemic, and government systems. Fluent in English, French, and Russian, he is recognized for his diplomatic engagement, evidence-based leadership, and commitment to equitable global health security and resilient health systems.

Armand Séraphin Nkwescheu

Director of Academic Affairs and Student Records

Dr. Armand S. Nkwescheu is a highly accomplished physician, epidemiologist, and senior executive in public health with extensive experience leading large-scale medical interventions, epidemiological surveillance, and health program management in Central Africa. He currently serves as a prominent leader and coordinator within Cameroon's healthcare sector, driving critical public health strategies, outbreak response protocols, and multi-sectoral health partnerships. Throughout his distinguished career, Dr. Nkwescheu has built a robust track record in the surveillance and control of infectious diseases, operational health management, and international health regulations. His leadership encompasses managing complex public health emergencies, coordinating field epidemiology teams, and spearheading capacity-building initiatives for healthcare personnel. A trusted collaborator with international agencies such as the World Health Organization (WHO), Africa CDC, and various global health ministries, he excels at translating complex epidemiological data into actionable national health policies. In addition to his clinical and executive functions, Dr. Nkwescheu is a dedicated researcher and academic contributor. He has published scientific studies on emerging infectious diseases, tropical medicine, and health systems strengthening. Known for his strategic vision and crisis-management capabilities, he remains deeply committed to advancing health security, improving maternal and child health outcomes, and fostering resilient health systems across the African continent. Dr. Nkwescheu holds a Doctor of Medicine (MD) degree along with a Master of Public Health (MPH) specializing in Field Epidemiology. He maintains professional fluency in both French and English and is an active member of several regional and international medical and epidemiological societies.

Alphonse BOUNTSEBE

Alphonse BOUNTSEBE

Director of General Affairs

Alphonse BOUNTSEBE is an accomplished State Inspector, financial auditor, and senior administrative consultant with over 36 years of continuous service in public administration and corporate governance in Cameroon and the broader Central African region. He specializes in financial accounting, public expenditure auditing, risk assessment, internal control systems, and human resources management. Throughout his career, Mr. Bountsebe has held high-profile oversight positions within the Cameroonian government and various public sectors. At the Superior State Audit Office (Contrôle Supérieur de l'Etat - CONSUPE), he served as a State Inspector, where he executed financial and regularity audits, established verification plans, and instructed cases for the Budgetary Discipline Council. His ministerial tenure includes serving as the Sub-Director of Human Resources and Inspector of Services for the Ministry of Tourism and Leisure (MINTOUL), where he audited state-owned hotels and coordinated personnel management. As an independent senior consultant, Mr. Bountsebe has driven key operational and national projects. In Cameroon, he contributed his expertise to MINTOUL for the creation of the National Programme for Cameroonian Gastronomy and served as an external consultant for the Electricity Sector Regulatory Agency (ARSEL), where he implemented management control and board monitoring systems. Internationally, he operated as a Managing Consultant for the Benedicta Hotel in Gabon, successfully executing a comprehensive financial diagnostic, risk mapping, and internal control restructuring plan. His early career was anchored in technical education, serving as an accounting and management teacher and later as the Head of School Administration at the National School of Hotel Management and Tourism (ENAHT) in Ngaoundéré. Mr. BOUNTSEBE holds a Higher Diploma for Technical School Teachers (DIPLET) and a lower technical teaching diploma (DIPCET) from ENSET Douala. He has acquired specialized international certifications, including a certificate in Public Expenditure Audit and Evaluation from the École Nationale d'Administration (ENA) in Paris, alongside expert training certificates in OHADA financial accounting and risk analysis. He is fluent in French, has a working knowledge of English, and is highly proficient in standard professional software.
